Quality framework for disability services

Minister for Ageing and Disability Services, Andrew Constance, said that he wants to see NSW build the strongest client-focused service arrangements in the country for people with a disability, their families and carers.

The NSW Government is working in partnership with the non-government sector to implement a Quality Framework for Disability Services in NSW, aimed to ensure the delivery of services of the highest possible quality for people with a disability, their families and carers.

“A partnership approach between Government and the sector is critical to developing the Framework, which will apply to all disability services in NSW, including those funded and operated by Ageing, Disability and Home Care (ADHC),” Mr Constance said.

The Framework will encourage service providers to undertake regular performance reviews that take into account feedback from people receiving those services.

“Giving providers the tools to engage with service users and their families about how things can improve is a key element in setting up a service system that gives people with a disability control over their own lives and futures. This is an important theme in Stronger Together 2 which places people with a disability, their families and carers at the centre of planning and decision-making,” Mr Constance said.

The NSW Disability Services Standards (which all funded service providers are required to comply with as a condition of their Funding Agreement), form the basis of the Government’s approach to quality.

Over the coming months, ADHC and National Disability Services will work with organisations that have experience with quality systems and mechanisms to determine a range of tools suitable for use in the sector.

A package of training and support will be rolled out in the sector, focusing on quality management systems and ways to implement quality tools, and the establishment of continuous quality improvement processes.

The development of the NSW Quality Framework aligns with work occurring at the national level to develop a National Quality Framework.
